AMENDMENTS TO FORESTRY LEGISLATION INTRODUCED

Amendments to the Forest Resources Management Act (FRMA) introduced in the legislature today will enhance Saskatchewan's position in negotiations toward a lasting solution to the softwood lumber trade dispute.

Following the release of the next American policy bulletin, expected later this summer, Saskatchewan will have the opportunity to make a 'changed circumstance' application. The intent of this application will be to demonstrate that policy changes sufficient to address American concerns have been made, resulting in restored access to U.S. markets for Saskatchewan lumber producers. Currently, Saskatchewan lumber exporters pay duties ranging from 27 to 31 per cent.

Amendments include provisions to:
• Allow for competitive bidding to award new Forest Management Agreements; the province retains the authority to put priority on Aboriginal and northern participation in new forest developments;
• Provide the option to require licence holders to sell a portion of their annual log harvest on the open market;
• Enable adjustments to timber dues, ensuring they are reflective of the true costs of forest management; and
• Loosen minimum cut requirements and limit the government's ability to permanently remove harvesting rights for the wood left unharvested.

"These amendments remain consistent with our fundamental principles of public ownership of Crown forests and their sustainable management," Environment Minister Buckley Belanger said. "We simply seek to provide Saskatchewan negotiators with the legislative tools to respond effectively, and in the best interests of our province's lumber industry, to the upcoming U.S. policy bulletin."

The package of amendments being introduced was developed in consultation, and with the support of, Saskatchewan's forest industry. This consultation will continue as the content of the 'changed circumstance' application is finalized.
