HEALTH COUNCIL KEY TO BETTER ACCOUNTABILITY

The provincial government fully supports the formation of a national health council, and is working to make the council as effective, inclusive, and accountable as possible, Health Minister John Nilson says.

Plans to establish a new national health council were outlined in the First Ministers' Health Accord that was released in February. Saskatchewan supported the formation of a national health council that could offer greater accountability in the health system and give the health community and public a greater voice in how the system is run.

"We see the health council as an important opportunity to demonstrate that our governments are accountable for the way in which we spend health dollars and for the results that we achieve,'' Nilson said. "We also believe the council could provide a permanent vehicle for patients, providers and governments to work together to build confidence in our public health system.''

"Canadians are asking for greater accountability in the health system and we believe a health council that is effective and objective is part of the answer.''

Nilson said he does not support any further limitations on the mandate outlined in the First Ministers' Health Accord. The Accord states the council will monitor and report on the implementation of the Accord, particularly its accountability and transparency provisions.

"To ensure the council is credible with the public and health groups, it must be objective in its work and have a majority of non-government representatives," Nilson said.

"There are many knowledgeable, credible people in the health care field who can bring a broad base of expertise and experience to the council. It is also important to have strong health-sector representation for the council to build support and confidence in its work.''

Nilson noted that while he supports a full review of the council, he does not support a "sunset clause'' that would terminate the council after five years.
