DEGREE-GRANTING DISCUSSION PAPER

Alex Usher, the individual leading the consultation process related to expanding degree-granting authority in Saskatchewan, has released a discussion paper to begin engaging stakeholders in the public policy question.

The paper is intended to be a catalyst for dialogue and a starting point for those who may wish to make submissions to the consultant.

Usher, an internationally recognized expert in post-secondary education systems, was appointed last month to conduct consultations and make recommendations to the Minister of Advanced Education, Employment and Immigration on whether degree-granting authority should be expanded beyond the province's two universities.

"I have structured the discussion guide around six specific questions which I believe cover all the main issues and contingencies which might affect people's views on the policy," Usher said.

A learning conference will be held later this month for stakeholders to discuss degree-granting experiences in other jurisdictions. After that, all interested parties will be invited to make submissions until May 19, 2011.

The final report on the results of the consultations will be submitted to the Minister in the fall.
