2013 PROVINCIAL FLOOD RESPONSE UPDATE, APRIL 10

The Ministry of Government Relations, in collaboration with various government ministries, agencies, Crown corporations and stakeholder groups, are providing updates on the key steps the province and its partners are taking to mitigate and alleviate potential flooding across the province.

The Water Security Agency (WSA) and the Ministry of Government Relations are hosting an open house on runoff and flood preparedness in:

The Water Security Agency (WSA)

  • The April forecast was released on Monday April 8. The month of March saw greater than normal amounts of precipitation in certain areas.  As a result, an above normal runoff is expected for majority of the province, while the areas that have the potential for very high runoff and flooding have increased.  These areas include Moose Jaw to Indian Head then south to Weyburn, and from Saskatoon to North Battleford extending north to Waskesiu Lake.
  • Residents are reminded the 2013 Emergency Flood Damage Reduction Program (EFDRP) provides engineering and technical assistance to municipalities while sharing the cost of permanent and temporary flood prevention works.  EFDRP covers 100 per cent of costs for engineering assistance and purchase of sandbags by local governments.  The program also reimburses individuals for 85 per cent and communities and businesses for 75 per cent of the cost of approved, permanent flood protection works built to provide protection from imminent flooding in 2013.  These include projects like berms, culverts and lift station work.

Current Dam Releases

  • The spring runoff in the southwest corner of the province in underway and no issues are expected in this region:
    • Duncairn Reservoir presently releasing 8.5 m3/s   (Swift Current Creek)
    • Thomson Reservoir presently releasing 42.5 m3/s   (Wood River)
    • Alameda presently releasing 20 m3/s   
    • Rafferty presently releasing 40 m3/s     
    • Boundary presently releasing 10 m3/s 

Emergency Management and Fire Safety (EMFS)

  • EMFS has deployed a cache of emergency equipment to the south of the province, strategically located near areas likely to be affected by flooding.
  • EMFS will continue to work with communities to improve their emergency preparedness, and encourages them to prepare to activate their emergency plans and emergency operations centres (EOCs), should the need arise.
  • Private citizens looking for assistance in preparing for flooding should contact their municipality or band office.
