LEGISLATION CHANGES FOR ARTISTS INTRODUCED

Self-employed artists received good news today when the provincial government introduced Status of the Artist legislation that will require artists and those who contract with them for talent, goods or services to enter into written contracts with specific elements, including terms regarding intellectual property rights.

"As part of our plan to make life better for Saskatchewan artists, this legislation creates an environment where artists are able to discuss the terms of their engagement and avoid unrealistic assumptions about their work," Culture, Youth and Recreation Minister Glenn Hagel said. "This legislative process is only a first step toward creating a better future for artists here in Saskatchewan. We see this as a multi-year process and there is more work to be done."

The legislation is being referred to the Standing Committee on Human Services in order for public consultation to take place. Along with the legislation, the committee has also been asked to consider the broad based policy issue of collective bargaining for professional artists to ensure that all interests are considered in drafting the rules. The public hearings will allow the arts sector to be involved in consultation at a meaningful level.

Changes to legislation are part of Government's response to a report by the Minister's Advisory Committee on the Status of the Artist released in July. The Committee's recommendations supported three key goals including: creating an environment where artists are able to engage in viable careers; providing access to thriving markets for artists' products and services; and providing access to information to support and enhance individual and collective efforts to achieve viable careers in Saskatchewan.

Information on how to participate in the public hearings process will be posted on Culture, Youth and Recreation's website at www.cyr.gov.sk.ca.
