THE CITY OF LLOYDMINSTER ACT INTRODUCED IN THE LEGISLATURE TODAY

Today Government Relations Minister Len Taylor introduced new legislation for the City of Lloydminster. The City of Lloydminster Act updates and replaces The Lloydminster Municipal Amalgamation Act, 1930, and will pave the way for the completion and approval of a renewed Lloydminster Charter.

"The City of Lloydminster Act is being amended to modernize legislation developed in 1930 to make it possible to adopt a renewed Charter for Lloydminster," Taylor said. "When the Charter is in place, Lloydminster will have legislation comparable with other municipal legislation like The Cities Act in Saskatchewan and The Municipal Government Act in Alberta."

Lloydminster is unique in that it straddles the Alberta and Saskatchewan border. Currently The Lloydminster Municipal Amalgamation Act, 1930 (LMAA) provides the legislative framework for establishing the governance authority and responsibilities for the City of Lloydminster. It enables the two provinces to jointly develop and designate The Lloydminster Charter (the Charter) as the enactment that sets out the detailed rules and procedures for the governance of Lloydminster. One of the unique features of the Charter is that it is developed using legislation from both Saskatchewan and Alberta in recognition of the unique circumstances that exist within the boundaries of the City of Lloydminster.

The new Act will provide for a new and improved process for updating and amending the Charter in the future. This process takes into consideration the good working relationship that Saskatchewan, Alberta and Lloydminster have developed over the years. The new Act also updates the language and modernizes the provisions in keeping with the approach taken with developing a renewed Charter.

The Government of Alberta also intends to update its Act during the fall 2004 legislative session in order to maintain consistency between the two provinces.
